Founding Member and Co-Convenor of Asia-Pacific Structured Finance Association (APSA) Susie is a Founding Member and has been Co-Convenor of APSA since 2006, with over 30 years of experience in securitisation. She began her career in securitisation in London in the late 1980s.

At APSA, Susie has been spearheading the association in promoting Hong Kong as a securitisation hub, collaborating with the China Securitization Forum in Beijing to develop a cross-boundary securitisation platform between Mainland China and Hong Kong. In 2020, APSA published a Report on “Hong Kong – A Securitisation Financing Hub for Infrastructure and Small and Medium Enterprises”, of which Susie is the Editor, Contributing Author and Convenor of the Report. In recent years, APSA has been actively advocating the need to broaden Bond Connect to facilitate investments by overseas investors in ABS, collateralised in Mainland China, in Hong Kong, and to open the Mainland’s Exchange Market to Bond Connect investors to meet investors’ growing demand. A proposal, titled “Structured Finance Global Connect”, convened by APSA, will shortly be submitted to the regulators in Mainland China and Hong Kong for regulatory support.

Susie previously held the position of General Counsel and Company Secretary of the Hong Kong Mortgage Corporation (HKMC) for 19 years, and served under four successive Financial Secretaries of the HKSAR who, ex officio, took on the role as Chairman of the HKMC. Susie oversaw the preparation of the HKMC’s flagship programme documentation, including the Mortgage Purchase Programme, Bauhinia Mortgage-Backed Securitisation Programme, Medium Term Note Programme, Reverse Mortgage Programme, Microfinance Scheme, etc. Susie led the Steering Committee comprising a panel of banking and insurance corporations, academic institutions, legal professional bodies, with participation by government bureaux, Consumer Council, etc., to standardise the model mortgage origination documents for use by the banking industry.

Susie is currently an Adjunct Professor at the Faculty of Medicine, The Chinese University of Hong Kong. She previously held the position of Chief Legal Counsel & Company Secretary of the CUHK Medical Centre. Susie received the “Outstanding Achievement – Asian Women in Business Law Awards 2012”. She holds both a Bachelor of Laws (LLB) and a Master of Laws (LLM) from University College London.
