Vice Chairman, National Committee of the Chinese People’s Political Consultative Conference (CPPCC)

Mr Leung Chun-ying was educated in Hong Kong and the United Kingdom.


Mr Leung joined the Association of Experts for Modernization in 1979 and became its President in 1982. Since the late 1970s, Mr Leung had participated in the land and housing reforms in the Mainland of China and helped prepare  the first land sales in Shanghai and other cities after China's constitution was  amended in 1988.


Between 1984 and 1997, Mr Leung held senior positions to oversee the establishment of the Hong Kong Special Administrative Region. Mr Leung was the fourth-term Chief Executive of the Hong Kong Special  Administrative Region from 2012 to 2017. Since March 2017, he has been a Vice Chairman of the National Committee of the Chinese People’s Political  Consultative Conference.


He is also advisor to several B2G Advisory Committees between Hong Kong and Mainland provinces, autonomous regions and cities including Guangdong, Hainan, Fujian, Xinjiang, Ningxia and Qingdao.
